Public services work better when people are not only informed about decisions but invited to shape them. In frontline and border hromadas, this kind of dialogue is especially important: it helps local authorities understand what residents need most, address sensitive issues before they deepen divisions, and build trust through practical cooperation.

In frontline and border communities, access to work often depends on more than whether vacancies are available. Long distances to employment centres, security risks, damaged infrastructure, staff shortages and limited access to public services can become serious barriers for people looking for work, seeking retraining or trying to access state support.

Digital services must remain accessible – especially where war, power outages and damaged infrastructure make everyday access more difficult.

Behind every story about life under temporary occupation are the voices of people whose experiences must not go unnoticed. Media attention is critically important to ensure their stories are heard and made visible to both Ukrainian and international audiences.

Leading a frontline community means carrying responsibility under constant pressure – often while facing the same insecurity, loss and exhaustion as the people you serve.

Reforming cultural institutions is not only about changing legal structures. It is about creating the conditions for culture to grow, adapt to challenges, and rely on strong, transparent, and sustainable institutions.

PFRU representatives took part in a meeting on the establishment of a Partners’ Coalition, initiated by the All-Ukrainian Association of Amalgamated Territorial Communities, as part of broader efforts to strengthen coordination of support to hromadas. The initiative aims to help partners align priorities more effectively, avoid duplication, and deliver stronger support, particularly in frontline and border communities.

With support from PFRU, the Kyiv City Prosecutor’s Office has opened a new Citizens’ Reception Office designed to improve public access to information and communication with the prosecution service. By providing a more accessible and reliable first point of contact, the Office helps ensure that people seeking support can be heard, informed, and better assisted.
