Digital Transformation of the Labor Market: Launch of the 'Obrii' Ecosystem
In frontline and border communities, access to work often depends on more than whether vacancies are available. Long distances to employment centres, security risks, damaged infrastructure, staff shortages and limited access to public services can become serious barriers for people looking for work, seeking retraining or trying to access state support.
Ukraine’s international partners, through the Partnership Fund for a Resilient Ukraine (PFRU), support initiatives that help frontline and border communities remain resilient, maintain access to essential services and create economic opportunities even in wartime.
On 8 June 2026, the Ministry of Economy, Environment and Agriculture of Ukraine and the Ministry of Digital Transformation of Ukraine, with support from PFRU, presented Obriy – a unified information and analytical system for the labour market. The official launch brought together representatives of the Government, business and Ukraine’s international partners, reflecting the platform’s wider significance: Obriy is not only a digital product, but a joint step towards modernising Ukraine’s labour market and expanding access to opportunities.
British Ambassador to Ukraine Neil Crompton highlighted Obriy’s potential to transform Ukraine’s labour market in the same way Diia transformed access to government services. He noted that, if implemented well, the platform can lower barriers to employment for veterans, IDPs and others, especially in a wartime economy. He also emphasised that Obriy is not simply an IT project, but an investment in labour market infrastructure – built through cooperation between the Ukrainian Government, the private sector and international donors. Today, he said, marks the beginning of this journey, with the hope that in ten years it will be seen as one of the major shared successes of this period.
The Ambassador of Finland to Ukraine, Tarja Fernández, highlighted access to employment as one of the most practical ways to support people and strengthen stability in their lives and communities. When people can find work, gain new skills and receive support from the state, they have more opportunities to stay, return to Ukraine and build their future here. Ambassador Fernández also emphasised that Obriy brings these practical tools together in one system, connecting people, employers, training opportunities and public services. While the platform is particularly important for frontline and border communities, its potential impact extends across the country – supporting not only individual livelihoods, but Ukraine’s broader resilience.
The Partnership Fund for a Resilient Ukraine supported the launch of Obriy as a practical tool for strengthening communities’ economic resilience. PFRU support helped develop the technical foundation for the platform’s first version and establish coordination with regional employment services, local authorities and other partners involved in its rollout across communities.
