Background
The Partnership Fund for a Resilient Ukraine – Phase 2 (PFRU-2) is a multi-year, multi-donor funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine. PFRU-2’s aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalization in the context of Russia’s aggression.
The Safety, Protection, and Security (SPS) strategic project supports governments’ safety, protection, and security actors, communities and civil society sector in developing an inclusive and safe/secure environment, allowing to increase public confidence in the state’s ability to provide for community safety, protection and security. To achieve that, SPS Strategic Project implements activities through the following five workstreams:
- Empowering community driven security
- Improving community policing
- Strengthening emergency response capacity
- Supporting humanitarian demining efforts
- Enhancing security education and systems.
Principal Services and Responsibilities (Essential Functions):
The Community Security Project Officer supports the implementation of the Safety, Protection and Security (SPS) Strategic Project by applying a community-centred and participatory security lens across all SPS interventions. The role contributes to strengthening trust between communities, local government, and safety/security actors, ensuring that local priorities, perceptions, and risks meaningfully inform planning, coordination, and delivery.
While the position directly supports the implementation, learning, and adaptation of the Empowering Community Driven Security workstream, it also plays a cross-cutting role across SPS workstreams, supporting the integration of community perspectives into community policing, emergency response, humanitarian demining, and security education activities.
The Project Officer works closely with implementing partners, local authorities, civil society organisations, and the internal SPS team to support inclusive engagement, evidence-informed programming, and coherent delivery aligned with SPS strategic objectives.
Project Implementation and Partner Liaison
- Support the coordination and implementation of activities under the Empowering Community‑Driven Security workstream, including community security dialogues and the development and follow‑up of Community Security Action Plans.
- Liaise with implementing partners, local authorities, civil society organisations, and community representatives to support inclusive and participatory engagement processes.
- Support the alignment of community‑identified safety and security priorities with other SPS workstreams, including community policing, emergency response, humanitarian demining, and security education.
Inclusive Community Engagement
- Support inclusive engagement practices and meaningful participation of women, youth, internally displaced persons (IDPs), persons with disabilities, and other vulnerable or marginalised groups, in line with PFRU Gender Equality, Disability, and Social Inclusion (GEDSI) commitments.
Monitoring, Evidence, and Adaptive Learning
- Track the implementation progress of community‑driven activities and update project trackers.
- Provide regular updates to SPS team members on progress, risks, delays, and emerging issues.
- Support data collection, analysis, and synthesis of community feedback.
- Contribute to identifying lessons learned to inform evidence‑based adjustments to community‑centred security activities.
Internal Coordination and Knowledge‑Sharing
- Assist in the preparation of activity plans, reports, briefs, and learning products, ensuring alignment with the SPS theory of action and theory of change.
- Support coordination and information‑sharing across SPS workstreams and with relevant PFRU teams to promote coherent delivery and adaptive programming.
- Support lesson‑sharing and best‑practice exchange with donor‑funded initiatives working on community safety and security, including community policing and law enforcement reform.

Qualifications:
The Community Security Project Officer will have the following qualifications and experience:
- University degree in social sciences, international development, security studies, political science, public administration, or a related field; or equivalent professional experience.
- At least 3 years of relevant professional experience supporting community‑based, governance, security, stabilisation, or rule of law programmes.
- Experience working with NPU, local authorities, civil society organisations, and/or community groups in Ukraine.
- Familiarity with participatory approaches and community engagement in complex or sensitive contexts.
- Strong coordination, documentation, and reporting skills.
- Ability to work effectively as part of a multidisciplinary team.
- Familiarity with community policing, civilian security, or related reform processes.
- Experience supporting monitoring, evaluation, or learning activities.
- Knowledge of GEDSI principles and inclusive programming approaches.
- Excellent communication skills including speaking and writing clearly and effectively in Ukrainian and English.
- Ability to work under pressure and in challenging environments (e.g. in the context of war, natural disaster and human misery).
- Demonstrated problem-solving skills and adaptability to complex contexts.
Place of Assignment and Duration of Assignment/LOE:
This is a full-time, in-person position working directly from the PFRU office in Kyiv.
Reporting:
The Community Security Project Officer will directly report to the Project Manager Safety, Protection, and Security.
