Background
The Partnership Fund for a Resilient Ukraine – Phase 2 (PFRU-2) is a multi-year, multi-donor funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine. PFRU-2’s aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalization in the context of Russia’s aggression.
The Security Officer reports to PFRU-2 Senior Security Manager and plays a key role in the day-to-day operations of PFRU-2 Dnipro field office, ensuring safety and security of PFRU-2 staff, partners and other stakeholders, as well as the integration of security considerations into all project activities.
As a member of Chemonics Ukraine Security Team, the Security Officer works closely with the Administration and Travel Team and other project components to implement Chemonics security policies and best practices related to operational and personal security, journey management, information security, communication and reporting, office security, incident management and emergency response.
Principal Services and Responsibilities (Essential Functions):
- Monitor safety and security-related trends, incidents, threats, and emergencies in areas where field office staff are present and/or that may impact project activities, and ensure staff are appropriately informed.
- Conduct security assessments of locations and facilities as required by project operational needs.
- Develop and produce relevant documentation, including formal risk assessments, journey management plans, and security reports.
- Conduct safety and security induction and refresher briefings.
- Ensure office safety and security and coordinate activities with external security providers.
- Monitor the status and locations of project staff while in transit.
- Accompany project teams on site visits, ensuring compliance with safety and security protocols and conducting security assessments and threat analyses in project areas.
- Support Ukraine Security Team with staff accountability process and manage monitoring and tracking applications.
- Support the Incident Management Team as required.
- Provide real-time safety and security-related information to project staff when necessary.
- Serve as an alternate Safety and Security Focal Point for the Dnipro field office.
- Work closely with project drivers to ensure road safety requirements are met and that vehicles are properly equipped and maintained.
- Monitor staff compliance with Chemonics safety and security procedures and report any breaches to the Senior Security Manager.
- Perform any other tasks assigned by PFRU-2 Senior Security Manager or the Ukraine Security Team Director.

Qualifications:
The Security Officer will have the following qualifications and experience:
- Minimum one year of experience in a similar role with demonstrated ability to work in conflict-affected areas.
- Excellent knowledge of the Ukrainian context.
- Military or law enforcement experience is preferred but not required.
- Experience conducting open-source information research and analysis.
- Knowledge of operational, physical, and information security principles.
- Strong verbal and written communication skills.
- Experience delivering safety and security training.
- Experience working with local stakeholders, including local and international NGOs, local authorities, and community members.
- Strong interpersonal and relationship-building skills, with the ability to coordinate effectively across multiple teams.
- Strong attention to detail and ability to manage tasks in a timely manner.
- Demonstrated problem-solving skills.
- Ability to work independently, take initiative, and demonstrate proactive behavior.
- Higher education is preferred but not mandatory.
- Fluency in Ukrainian, English – upper-intermediate level or higher.
Place of Assignment and Duration of Assignment/LOE:
This is a full-time, in-person position working directly from Dnipro, Ukraine, with up to 40% travel to project activity regions.
Reporting:
The Security Officer will directly report to the Senior Security Manager.
