Background 

The Partnership Fund for a Resilient Ukraine – Phase 2 (PFRU-2) is a multi-year, multi-donor funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine (GoU). Starting from 2025, PFRU-2 will be implementing a series of Strategic Projects, entitled to strengthen Ukrainian governments’ capacity and resilience in the face of Russian aggression to deliver essential support to local communities in collaboration with civil society, media and the private sectors.

The Public Administration and Infrastructure Recovery (PAIR) strategic project will work with local governments in war-affected hromadas to effectively facilitate the delivery of critical services in the following key sectors: healthcare, education, social protection, and administrative services. Through focusing interventions on restoring service delivery, local government capacity building PFRU aims to facilitate more durable and resilient communities that can weather war-related shocks.

Principal Services and Responsibilities (Essential Functions) 

The Senior Project Officer will support the Public Administration Project Manager and Advisors on Inclusive and Participatory Governance (Workstream C) and on Digital Resilience, Transparency and Accountability (Workstream D) in implementing activities under the PAIR strategic project. The Senior Officer will provide day-to-day coordination and administrative support to ensure that activities are well planned, documented, and delivered on time. The role will also contribute to monitoring progress, facilitating communication among stakeholders, and ensuring smooth logistics and information management across project activities.

Key Responsibilities:

  • Support the design and implementation of activities under the PAIR strategic project by compiling inputs from community consultations, focus group discussions, and institutional capacity assessments, ensuring that identified needs are accurately reflected in activity plans.
  • Assists the Project Manager in drafting Memoranda of Understanding (MOUs) with partners/recipients (in coordination with Project Implementation team), ensuring recipients are added to the PFRU Registration Card and beneficiaries and recipients adhere to requirements set out in MOU.
  • Preparing and maintaining accurate project records. This includes saving project documents including activity completion reports, meeting notes, field visit reports, and other technical documents to SharePoint.
  • Contributing to the technical review and preparation of activity concept notes related to public administration.
  • Coordinating with PFRU-2 teams (e.g. Regional Team Oblast Advisors) and external stakeholders: local governments, service providers, NGOs etc.
  • Liaising with the Procurement, Funds, and Learning, Adaptation and Policy Teams to ensure  activities are integrated within broader recovery efforts.
  • Monitoring and reporting on the progress against defined objectives and indicators, including data collection, interim evaluations, and proposals for improvement.
  • Contributes to drafting activity completion reports, and other required reports on an ad-hoc basis.
  • Participating in technical meetings, coordination events, and field visits as needed.
  • Performing additional technical, coordination, and administrative tasks, as assigned.

Required Skills and Qualifications:

The Senior Project Officer would ideally have the following qualifications and experience:

  • Bachelor’s degree in public administration, social policy, development studies, regional planning, or another relevant field.
  • Minimum of 3 years of relevant professional experience regional planning, inclusive governance, recovery programming.
  • Demonstrated experience in working on programmes funded by international donors, local governments, or civil society organisations.
  • Experience supporting needs assessments, technical analysis, or project appraisal related to participatory governance and (or) digital resilience. Familiarity with inclusive approaches and GEDSI principles.
  • Strong coordination and organisational skills, with the ability to manage competing priorities and deliver results on time.
  • Excellent written and verbal communication skills in Ukrainian; working knowledge of English is required.
  • Strong interpersonal and facilitation skills, with the ability to work collaboratively across other strategic project teams.
  • Willingness to travel regularly to partner hromadas and field locations across Ukraine.

Duration of Assignment/LOE:

This will be a full-time, long-term position, based on extendable 1-year contract (prolonged upon successful completion/implementation of personal SMART-goals)

Location of Assignment:  

The principal location of this assignment is Kyiv, Ukraine, with travel to other parts of Ukraine (security permitting).

Reporting:

Senior Project Officer – Public Administration reports directly to Public Administration Project Manager
