Background

The Partnership Fund for a Resilient Ukraine – Phase 2 (PFRU-2) is a multi-year, multi-donor funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine. PFRU-2 aims to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalisation in the context of Russia’s aggression.

Within PFRU-2, the Culture and Identity Strategic Project strengthen Ukraine’s national resilience by reinforcing culture, heritage, and identity as foundations of social cohesion. The project works with the Government of Ukraine and civil society at national and local levels to develop evidence-based cultural policies, protect and preserve cultural heritage under threat, and empower local cultural actors as agents of community resilience. By linking human capital development in the cultural sector with inclusive identity work and strategic communications, the project helps counter hostile narratives, bridge divides between institutions and communities, and promote a diverse yet unified sense of Ukrainian identity, including in and about temporarily occupied territories. Through coordinated policy support, heritage protection, and scalable community-level cultural interventions, Culture and Identity enhances both horizontal and vertical cohesion while contributing to long-term recovery, justice, and societal stability.

Purpose: The purpose of this assignment is to provide business analytical expertise to the Culture and Identity Project under PFRU-2. The Business Analyst will support the design, modernisation, and improvement of digital systems and business processes used by public institutions and civil society actors in the cultural sector. The assignment focuses on analysing existing workflows, identifying user and institutional needs, and translating them into clear, prioritised, and implementable requirements. Through structured business analysis, the consultant will support the development of more efficient, user-centred, secure, and transparent digital solutions that strengthen institutional capacity, improve service delivery, and enable evidence-based decision-making.

A significant part of the work responsibilities will be the update of the cultural heritage register (YePamyatka) and its synchronisation with the Unified State Electronic System in the construction sector (USESCS) through comprehensive stakeholder analysis, detailed technical specification development, and preparation of tender-ready documentation. The Consultant will conduct stakeholder needs assessments across both ministries, design the integration architecture between YePamyatka and USESCS, develop a comprehensive roadmap for system improvements addressing current performance limitations, analyse implementation costs and timelines, and prepare complete tender documentation in PFRU format for the procurement of system development services. As well as assist in the tender selection committee, support and review the results of each step of the implementation of changes and accept the final results.

Principal Duties and Responsibilities:

The Consultant will carry out the following tasks:

1. Business process analysis and requirements gathering

  • Analyse existing business processes related to utilisation of the YePamyatka service and coordination with the USESCS, including end-to-end user journeys.
  • Identify key stakeholders and user groups (institutional staff, applicants, experts, partners) and gather functional and non-functional requirements through interviews, workshops, and document review.
  • Perform a technical audit of the YePamyatka register and review USESCS API capabilities.
  • Map current (“as-is”) and proposed (“to-be”) processes, identifying bottlenecks, risks, and opportunities for simplification and automation.
  • Document, consolidate, and prioritise system and process requirements in line with programme objectives and operational constraints.

2. Preparation of analytical and technical documentation

  • Prepare structured business analysis reports summarising findings, user needs, and recommendations.
  • Develop functional specifications, technical requirements, and input into Terms of Reference (ToR) for system development or modernisation, and official website, including infrastructure upgrade components where required.
  • Conduct market analysis and obtain preliminary cost estimates from potential vendors.
  • Ensure that requirements incorporate principles of usability, accessibility, data protection, cybersecurity, and interoperability (where relevant and feasible).
  • Support the alignment of proposed solutions with applicable regulatory, institutional, and donor requirements (in coordination with legal and technical experts).

3. Support to system design and implementation processes

  • Provide analytical support during procurement and vendor selection processes by clarifying requirements and responding to technical queries.
  • Collaborate with technical teams during system design and development to ensure that business requirements are correctly interpreted and implemented.
  • Participate in user acceptance testing (UAT) by validating solutions against documented requirements and user needs.
  • Support the preparation of user-oriented documentation, including process descriptions and guidance materials, where required.
  • Provide technical expertise regarding the readiness of the developed documentation for acceptance and its sufficiency for acceptance each milestone of cooperation with technical provider.
  • Provide analytical oversight of the modernisation of the YePamyatka and website, ensuring alignment with approved technical specifications, accessibility standards, cybersecurity requirements, and donor compliance obligations.

4. Cross-cutting advisory support

  • Advise on opportunities to improve transparency, accountability, and analytical capabilities of digital systems, including monitoring and reporting functions.
  • Contribute to discussions on the potential use of automation and AI-enabled tools (e.g. chatbots or decision-support features) from a business and user-experience perspective.
  • Ensure that proposed solutions remain scalable and adaptable to different institutional contexts within the Culture and Identity portfolio.

Qualifications:

  • Bachelor’s degree in Business Administration, Information Systems, Public Administration, Sociology, Economics, or related field preferred.
  • Minimum five years of professional experience in business analysis, systems analysis, or digital transformation projects.
  • Proven experience in analysing complex business processes and translating them into functional and technical requirements.
  • Experience working with public sector institutions, donor-funded programmes, or complex stakeholder environments is an asset.
  • Strong technical documentation skills – ability to create detailed technical specifications, database designs, and system architecture documentation. Including Understanding of API design and integration patterns, database modelling, and system architecture principles.
  • Strong analytical, documentation, facilitation, and communication skills.
  • Knowledge of usability, accessibility standards, data protection, and cybersecurity principles.
  • Fluent written and oral Ukrainian required; working proficiency in English preferred.

Duration of Assignment/LOE:

This will be a part-time assignment, based on the PE contract. This assignment will require up to 18 days of LOE per month, April/May, 2026 – April/May, 2027.

Management of the Assignment: 

The expert will report to the Project Manager while working in close cooperation with the Culture and Identity Project team, as well as relevant technical experts.
