Background:

The Partnership Fund for a Resilient Ukraine – Phase 2 (PFRU-2) is a multi-year, multi-donor funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine. PFRU-2’s aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalization in the context of Russia’s aggression.

The role of the technical operations manager will be to support PFRU-2’s Governance and Service Recovery Outcome (Outcome 2), inclusive of three projects: Safety, Protection, and Security, Public Administration and Infrastructure Recovery, and Economic Recovery and Employment Opportunities.

Duties and Responsibilities:

The Senior Technical Operations Manager will assist the Governance and Service Recovery Outcome Director (Outcome 2) and serve as the operational deputy on a variety of management support responsibilities. This includes:

  1. Provide support to the Outcome-2 team of managers and officers through the drafting and review of technical activity SOWs, justification memos, ACNs, and reports, as well as overall quality control of activity trackers, fact sheets, and other relevant documents.
  2. Support the Outcome-2 team to drive successful implementation in areas impacted by war across Ukraine, by developing and supporting a team to ensure accurate budget forecast predictions. This will include the assistance to the Outcome-2 Director in tracking of individual strategic projects and activity spending, flagging risks.
  3. Provide advisory support to other projects within Outcome 2 when needed and/or requested. When appropriate support the collection and review of research, monitoring, evaluation, and learning materials from the MEL team.
  4. Assist in managing the Outcome-2 team operations.
  5. Assist the Governance and Service Recovery Outcome Director (Outcome-2) in daily program operations.

Specific Deliverables:

  • Providing overall assistance and quality control of Outcome 2, including tracking of funds spent by individual projects and activities, as well as ongoing forecasting ahead of program closeout.
  • Supporting activity design to ensure alignment with the Outcome 2 level outcomes, between thematic projects and area-based projects across the Outcome-2 teams.
  • Providing substantive support to Outcome 2 project team advisors and officers on a variety of technical SOWs, memos, and reports. This includes serving as the lead reviewer of activity proposal documents, and Activity Completion Reports, ensuring linkages are captured with the PFRU program theory of change, and clear articulations and justifications are provided for how activities are supporting community priorities and delivering stabilization effect.
  • Under the supervision of the Outcome-2 director, build/maintain internal procedures on Outcome 2 that allow for the efficient and timely delivery of project activities. Provide quality assurance and quality control to drafted products (documents), and budgeting within Outcome-2 projects.
  • Propose ideas for and serving as a lead creator for Outcome-2 guidance documents and templates to support Outcome-2 teams deliver on day-to-day technical and operational responsibilities. Proactively identifying needs and gap areas that can be supported by the creation of such guidance documents and templates to enhance the overall quality and efficiency of Outcome-2 teamwork.
  • Reporting to the Outcome-2 director, supporting a variety of additional daily surge technical and management needs. This can include but is not limited to, participation in meetings with government and civil society partners, supporting the planning and coordination of visits, reviewing memoranda of understanding with government partners for work in new geographies, and ensuring quality control of the Outcome 2 team filing system, ensure timely submissions of reports/work plans/digests/other requested products.
  • Participating in field visits with Outcome-2 team, assist the teams in justification of new activities identification, monitoring implementation of existing activities, and playing a representative role with Ukrainian government and civil society partners when needed. Travel may include visits to higher-risk and semi-permissive areas.

Strategic Projects Assistance

  • Support strategic project teams in building constructive and productive working relations among different technical and operational departments within the programme and providing both contractual and compliance guidance on activity design.
  • Ensures that strategic projects activities align with PFRU strategic objectives.
  • Lead team meetings to help drive implementation and ensure that activities are completed within their respective period of performance.
  • Contribute to project reporting, including review quarterly reports and other program planning documents.
  • Other relevant tasks.

Qualifications:

  • Degree in international relations, international development, business management, or a related field.
  • 4 years + of project management experience in international development, stabilization, or humanitarian response, with field office and budgetary experience highly desirable.
  • Detail-oriented, able to work at a fast pace within a conflict context, and has experience with improving and enhancing processes, systems, and resources.
  • Technical experience in stabilization is desirable.
  • Experience with FCDO-funded projects is highly desirable.
  • Excellent English language skills including computer literacy are required.
  • Fluent/native Ukrainian language skills are preferred, but not required.

Place of Assignment and Duration of Assignment/LOE:

This is a full-time, in-person position working directly from the PFRU office in Kyiv.

Reporting:

The Senior Technical Operations Manager will directly report to the Governance and Service Recovery Outcome Director (Outcome-2).
